'All we want is a watertight house'

An EQC hired expert's 22-minute inspection of a Phillipstown home has left a Christchurch family with a battle that could go on for years.

The man, who The Press revealed yesterday was the subject of several complaints, including to the Institute of Professional Engineers, produced a one-page report that contradicted 11 other inspections that all found the foundations and piles were damaged and the house needed to be raised to repair it.

The EQC expert's report said the damage was pre-existing.

Living in the cracked and leaking home has seen Niven Shuker's 1-year-old son in hospital twice, and left his 3-year-old daughter scratching her skin until it bleeds.

Shuker said he lost the ability to taste and smell a few months ago because his throat was continually caked in dust, and believed his house - built in 1904 and which he admits had a slight lean before the earthquakes - had been put in the "too hard basket" by EQC.

"Every person who has been through says the foundations and piles need to be fixed, except him. I've got full insurance and we don't want anything better than what we have, so what's the issue?"

After the inspection, EQC would not even look at photographs proving the damage was caused by the quakes, Shuker claimed.

EQC is defending the assessment. "Given the compelling photographic evidence and the detail in the report, we are comfortable the right conclusion has been reached. Nevertheless, the offer of mediation has been made, but not accepted at this point," customer services general manager Bruce Emson said.

The family's insurer, Lumley Insurance, has agreed to pay for another engineer to assess the house to try to solve the issue, but while the family fights on life has become increasingly difficult.

Moss is forming in floorboard gaps, insulation is coming through the ceiling, and puddles form in the bedrooms when it rains.

Joshua, who has Down syndrome and had open-heart surgery at three months, has been treated at hospital twice for pneumonia and gastroenteritis.

The Canterbury District Health Board and the Champion Centre, which supports children with special needs, both wrote to EQC asking for the house to be repaired, the centre so concerned about the children's safety it said immediate action had to be taken.

The sewage pipes are cracked, the windows no longer open in the lounge, lightbulbs flicker, and floors slope.

Shuker, who has 25 years carpentry experience, said his family moved out for six weeks after the quake while he made the house fit to live in, but he was reluctant to do more because EQC said that might "interfere" with his claim.

He lost his job because of the number of inspections for which he had to take time off work.

He said he could no longer afford to move. "Repair, rebuild, whatever. All we want is a watertight house for the kids, but no-one seems to care."

Oil's slide continues toward $91 a barrel

Oil prices fell closer to $91 a barrel on Thursday, sagging for a fourth straight day as high U.S. inventories and weak economic data from Europe, China and Japan reinforced fears of a deeper global downturn.

By early afternoon in Europe, benchmark oil for October delivery was down 45 cents to $91.53 per barrel in electronic trading on the New York Mercantile Exchange. The contract finished at $91.98 on Wednesday, dropping $3.31, or 3.5 percent.

In London, Brent crude traded on the ICE Futures exchange was down 54 cents to $107.65 a barrel.

Figures from Europe, Japan and China reminded investors that the world's economy is struggling, though a positive bond auction from Spain helped limit the retreat in markets.

Among the sobering news for investors was a survey in Europe pointing to a deepening recession in Europe, figures from Japan that showed the country's powerhouse export sector was continuing to suffer and a private survey of manufacturers in China that showed activity fell again in September, though at a slightly slower pace than August.

Signs that the global economy is slowing down tend to push oil prices lower because people and businesses use less energy.

"The extended losses are hinting more and more that the bullish impact of (quantitative easing) had already been priced into the market for several weeks and that the focus is now on weaker global economic growth indicators," said analysts at JBC Energy in Vienna.

Separately, crude inventories grew three times more than analysts had expected last week. Crude supplies grew by 8.5 million barrels to 367.6 million barrels. That's 8.4 percent higher than at the same time last year, according to the Energy Information Administration's weekly report.

Analysts said the uptick in inventory was tied to the return of production by U.S. Gulf Coast refineries after being shut down by Hurricane Isaac.

"We can safely assume that most of this has been on the back of platforms returning to production ... we are seeing the return of the refineries in the Gulf area too," Carl Larry of Oil Outlooks and Opinions said in a newsletter.

Some experts said the large price drop this week was exaggerated and likely to be reversed soon.

Analysts at Commerzbank said they regard "the scale and above all the speed of the price slide as excessive" even if the crude stockpile figures indicate that the market is "amply supplied" at present.

"This is all the more true given that other economic barometers such as equity markets and copper ? a cyclical commodity ? have defended their gains over the same period," they said. "We expect to see a countermovement in the next few days."

In other futures trading in New York, wholesale gasoline was up 2.24 cents at $2.7497 per gallon. Heating oil rose 1.82 cents to $3.0622 per gallon. Natural gas added 2.4 cents to $2.786 per 1,000 cubic feet.

Tweeters mock Newsweek's #MuslimRage cover

LOS ANGELES (AP) ? If Newsweek intended its latest cover story to spark conversation, it certainly got what it was looking for.

The magazine's cover essay, "Muslim Rage: How I Survived It, How We Can End It," has spawned a huge response on Twitter.

The essay by Somali-Dutch activist Ayaan Hirsi Ali addresses the issue of free speech in light of deadly riots in the Middle East over an anti-Islamic film. The story is illustrated on the magazine's cover with a photo of two bearded protesters in the midst of a mob.

Newsweek created the hashtag (hash)MuslimRage to promote discussion of its cover story. But most of the tweets using it have mocked the subject, rather than adopt the article's serious tone.

Many of those who poked fun at the article's headline appeared to be Muslim. "MuslimRage" was the sixth most-talked about topic ? or "trending topic" ? on Twitter among U.S.-based users early Monday. It was also a top trender in Pakistan and the United Arab Emirates.

The Twitter conversation peaked Monday morning and by late afternoon there were about 75,000 tweets using (hash)MuslimRage hashtag, Twitter said, citing data from social media tracking firm Topsy.

One of the most popular posts came from "Hend," a user whose profile photo features a woman in a Muslim head covering: "I'm having such a good hair day. No one even knows. (hash)MuslimRage".

Another reads: "Lost your kid Jihad at the airport. Can't yell for him. (hash)MuslimRage".

Yet another tweet laments: "Head & Shoulders still hasn't made a beard conditioner. (hash)MuslimRage".

"On a plane and people mishearing me when I say I'm a 'tourist'. (hash)MuslimRage," reads another post.

Los Angeles-based author Reza Aslan, a frequent writer on Muslim issues, hailed what has come to be called the "hijack" of the Newsweek hashtag: "Memo to those few violent MidEast protesters, this is how you fight Islamophobia. You make fun of it. (hash)MuslimRage".

Newsweek spokesman Andrew Kirk said the magazine's covers and hashtags "bring attention and spark debate around topics of major global importance. The Internet is an open forum for people to continue their own discussion."

The essay's author, Ayaan Hirsi Ali, also became a trending topic on Twitter, although the comments were more pointed and critical.

Ali describes in the essay how she cooperated to make the short film "Submission," which criticized the treatment of women in Islam. Her co-filmmaker, director Theo van Gogh, was murdered in 2004 by a man who left a note called a "Jihad Manifesto" that also threatened Ali.

Despite the levity expressed on Twitter, violent protests continued across the Muslim world. The death toll has reached 14, including 10 protesters and 4 Americans who died in last week's attack on the U.S. consulate in Benghazi, Libya.

Study: Health insurance cost hikes slowing; low-wage workers pay ...

Employers and their workers are paying an average of 4 percent more this year in premiums for health insurance -- an increase that's more than double the rate of wage growth from last year.

Even so, the rate of premium growth stands as one of the lowest annual increases since 1999, a new survey found. It's also a far cry from the double-digit annual increases seen a decade ago.

The report, released Tuesday, Sept. 11, by the Kaiser Family Foundation, found that the average annual premium for employer-sponsored family coverage this year is $15,745, up from last year's average of $15,073.

The new survey also assessed the impact of the federal Affordable care Act since its approval by Congress in 2010 and going forward.

And it included less encouraging news for low-income workers. Compared with those at higher-wage firms, workers at low-wage firms are paying more money for insurance policies that come with skimpier benefits and smaller employer contributions, according to the Kaiser survey.

The differences help explain why a smaller share of workers at low-wage firms elect to buy into employer-sponsored plans, said Gary Claxton, a researcher with the Kaiser Foundation.

Minnesota employers cheered the lowered rate of premium increases, and state insurance companies say they've seen more modest growth in premiums this year, although the magnitude of increases for particular employer groups can vary significantly.

"It's trending in the right direction,"

said Kathryn Koch, the manager for compensation and benefits at Allete Inc., a Duluth-based energy company.

Michelle Murray, benefits manager at St. Paul-based Hubbard Broadcasting, added: "If it could continue, that would be like winning the lottery."

The finding on lower-wage workers was neither new nor surprising, Claxton said during a conference call.

"This year's survey suggests that working families at the low end of the wage scale face significant out-of-pocket costs for coverage," Claxton said in a statement. "Firms with many lower-wage workers ask employees to pay more out-of-pocket than firms with many higher-wage workers even though the coverage itself tends to be less comprehensive."

But that stands to reason, said Paul Pelletier, director of business operations for Providers Choice Inc., a Minnetonka-based nonprofit.

"Those companies that can afford higher wages can afford higher benefits, too," Pelletier said.

Providers Choice, Hubbard Broadcasting and Allete were three of more than 2,000 companies nationwide surveyed by the California-based foundation for its annual report on trends in employer-sponsored health insurance.

The survey also provides several data points for analyzing the impact of the Affordable Care Act, which is designed to overhaul the nation's health care system.

One provision of the law, for example, called on employer health plans to allow people up to age 26 to be covered on their parents' health insurance. As a result, 2.9 million young adults are covered by employer plans, the Kaiser survey found, up from 2.3 million in 2011.

From 2002 to 2007, cumulative increases in family health insurance premiums were 51 percent, with annual growth rates reaching as high as 13 percent, according to Kaiser. From 2007 to 2012, however, cumulative increases moderated to 30 percent, according to the new report, with the lowest annual growth rate coming in 2010 at just 3 percent, rivaled by the 4 percent increase this year.

It's unclear why recent growth rates in premiums have been relatively modest, although some have theories that try to explain it.

"My sense is that the recession and slow (economic) recovery are responsible for much of the recent health spending and premium trends," said Drew Altman, president of the Kaiser Family Foundation, in a statement. "Increases in recent years in cost sharing through high-deductible plans have probably played a supporting role."

If workers should be cheering the relatively modest increases, the report suggests there's more applause coming from those who work at high-wage firms.

At high-wage companies where at least 35 percent of workers earn $55,000 or more a year, workers are paying just under $4,000 each for family coverage while their employers are kicking in another $12,459.

But at low-wage firms -- defined as companies where at least 35 percent of workers earn $24,000 or less per year -- employees must pay about $5,000 each. Those workers' employers are contributing an average of just $9,716.

Workers at low-wage firms also are more likely to face higher deductibles when seeking care, the report found. Claxton said it's difficult to say whether workers at low-wage firms will be better off as more provisions of the Affordable Care Act kick in.

"What will be worth watching is ... the extent to which employers are going to be required to offer coverage and include these lower-wage workers more completely in the coverage that's offered," he said.

In the future, the health law will make subsidies available for lower-income people to purchase individual insurance policies on health exchanges. Small businesses also will have the chance to buy coverage on exchanges, which will serve as new state-level marketplaces for insurance plans.

Larger businesses, meanwhile, will face penalties if they fail to provide employee coverage -- a requirement that creates a "pay or play" decision under which companies could decide that paying the fine is cheaper than providing coverage. The Kaiser survey found that 61 percent of firms this year are offering health benefits to their workers -- statistically unchanged from 2011.

"The percentage of firms offering health insurance and the percentage of workers covered by health insurance remained steady," researchers from Kaiser wrote in a summary of the survey's findings.

"In 2012, premiums increased moderately as the economy continued to recover slowly."

The Kaiser survey reported preliminary information on premiums for 2013 with employers saying they expect an average increase of 7 percent. But actual increases in premiums or per-employee costs could be more moderate, the report noted, if health plans opt to raise deductibles or make other changes to the value of health benefits.

Apple SVP of retail, John Browett, addresses Apple Stores, stresses people and service

Apple's new senior vice president of retail, John Browett, gave his quarterly address to Apple Store employees last night. While normally routine and not exactly newsy, it follows a series of staffing and PR gaffs that have raised concerns about Browett's role and Apple's devotion to its experience-over-profit model. Mark Gurman from 9to5Mac scored a recording of the address.

?It?s all about our people and their delivery of that service. When I?ll be watching people resolving problems in the family room, or selling people their very first Apple device, it?s all done with such a great sense of service and purpose. It?s just fantastic.?

Apple Retail is one of the crown jewels of Apple. It's also a huge advantage over competitors who lack retail presence and can't or won't provide the same level of service. Being able to get help buying, using, trouble-shooting, and exchanging product is key to the Apple experience. Hopefully the rough spots are over and Apple is "doubling down" on what's important.

Like Steve Jobs was so fond of saying -- take care of the top line and the bottom line can take care of itself.

Republican YOYO Home Economics: Medicaid Slashed, Other - Blog

Former President Clinton advised the delegates to the 2012 Democratic Convention to listen carefully to what the Republicans were offering in regard to Medicaid, and those of us in Nevada should be ?listening with both ears.?? Here?s the description of the Medicaid program as stated by the Nevada Department of Health and Human Services, the program:

?Provides health care coverage for many people including low income families with children whose family income is at or below 133% percent of poverty, Supplemental Security Income (SSI) recipients, certain Medicare beneficiaries, and recipients of adoption assistance, foster care and some children aging out of foster care. The DHCFP also operates five Home or Community-Based Services waivers offered to certain persons throughout the state. The Division of Welfare and Supportive Services (DWSS) determines eligibility for the Medicaid program.?

Listing those categories focuses on the aims of the program ? it is to serve (1) low income families with children; (2) elderly Nevadans; (3) low income Nevadans over 65 years of age; (4) families receiving assistance for adopted children; (5) children in foster care.? Who was enrolled in Nevada?s Medicaid program as of fiscal year 2009:

What services were provided to those enrolled in Nevada?s Medicaid program?

During fiscal year 2010, 68.1% of the spending from the Medicaid program went for acute care, 25.6% was allocated for long term care, and 6.3% was used for ?disproportionate care ? hospital payments.?

The spending for long term care breaks down as illustrated in the following chart:

11.1% of the long term care funding was allocated to facilities for the intellectually disabled, 2.9% went to services for the mentally ill ? and notice ? 86% was used to provide home health & personal care, and nursing facility care.? In other words, 86% of Nevada?s Medicaid expenses for long term care went toward serving those least able to care for themselves.? The other 14% was used to provide intermediate and long term care for those unable to care for themselves because of intellectual limits or mental illness.

Here is exactly why President Clinton told his audience to ?listen up:?

My view is get the federal government out of Medicaid, get it out of health care. Return it to the states.? ? Romney, South Carolina GOP Primary Debate, Jan. 20, 2012.

In case anyone is remotely confused about what that statement from the former Massachusetts Governor means, he?s speaking about transforming the Medicaid program into Block Grants.

More specifically, the former Governor is adopting the block grant proposal for Medicaid set forth in his running mate?s ?Path to Prosperity? budget plan:

?The plan also would repeal health system reform law provisions that will expand Medicaid coverage starting in 2014. Instead, states would receive block grants, which would free states ?to tailor their Medicaid programs to the unique needs of their own populations,? the budget says.?? [AMA]

The tailoring is to be done with less cloth:

The Ryan budget would cut $2.4 trillion from Medicaid and other health programs. Reduced spending would increase the number of uninsured dramatically, Park* said. ?Those who retain coverage will have benefits scaled back and have higher cost-sharing.? [AMA] (emphasis added)

We can drill down further into what Governor Romney and Representative Ryan have in mind for the Medicaid program by looking at the Congressional Budget Office?s analysis of the Ryan position: ?Medicaid and the Children?s Health Insurance Program (CHIP)?from 2 percent of GDP in 2011 to 1? percent in 2030 and 1 percent in 2050.

Now is the moment to recall that 58% of those who receive Medicaid assistance for their health care needs in Nevada are children, and the AAP isn?t thrilled at cuts to that constituency:

?American Academy of Pediatrics President Robert W. Block, MD, said the proposal would undo investments in health programs for children. More than half of Medicaid recipients are children, but their care accounts for up to only one-quarter of the program?s costs.

?Whether considering fiscal year 2013 federal spending bills or reviewing long-term budget proposals, Congress must seize this opportunity to invest in the future of our country by protecting children?s health,? Dr. Block said.? [AMA]

Dr. Block has reason to be concerned, if we return to the Congressional Budget Office?s analysis we can see why.? In two paragraphs from their analysis of the Ryan ?Path? the non-partisan office explains why the proposal would make deep cuts, and place greater burdens on the states:

?The specified path (Ryan Plan) would cause federal spending on Medicaid and CHIP to decline relative to GDP in coming decades, rather than to rise sharply as in the other policy scenarios that CBO has analyzed, and would include no exchange subsidies (see Figure 3). As a result, by 2050, such spending would be 76 percent below what would occur for Medicaid, CHIP, and exchange subsidies under the baseline scenario and 78 percent below what would occur under the alternative fiscal scenario. Because spending on CHIP and exchange subsidies represents a relatively small share of the amounts in the baseline and alternative fiscal scenarios, most of the reduction would have to come from the Medicaid program.? [CBO] (emphasis added)

The Republicans do, indeed seem serious about eliminating Medicaid as a federal program and shifting the expenses for health care access to low income elderly, the disabled, the intellectually disabled, elders in nursing facilities, and children in poverty to the states.? The CBO explains the nature of this shift:

The responses of the states would be of particular importance. If states were given additional flexibility to allocate federal funds for Medicaid and CHIP according to their own priorities, they might be able to improve the efficiency of those programs in delivering health care to low-income populations. Nevertheless, even with significant efficiency gains, the magnitude of the reduction in spending relative to such spending in the other scenarios means that states would need to increase their spending on these programs, make considerable cutbacks in them, or both. Cutbacks might involve reduced eligibility for Medicaid and CHIP, coverage of fewer services, lower payments to providers, or increased cost-sharing by beneficiaries?all of which would reduce access to care. (emphasis added)

Translation: Even if the states were able to achieve all the vaunted efficiencies a ?flexible? plan might provide ? the cuts proposed are so deep and so drastic that citizens in the United States who are lower income elderly or the disabled in nursing homes, and those who are low income and living in foster care, or families in poverty ? would have reduced access to care. Period.

These aren?t generic numbers and pie in the sky statistics we?re talking about, we?re speaking of 25,841 elderly Nevadans, 40,898 disabled Nevadans, 55,626 adult Nevadans ? mostly women, and 168,070 Nevada children.

So, here?s a question for Governor Romney and Representative Ryan ? If no matter how much efficiency the state of Nevada squeezes from your block grants for Medicaid, Nevada and the other states will still have to either appropriate significantly more revenue, or drastically reduce services ? how is your plan anything other than a proposal to shift the burden of health care costs, for the least able among us, from the federal treasury to the state treasuries and the pockets of low income Americans?

Where, Governor Romney and Representative Ryan, does the Nevada Legislature start cutting? From the acute care services for adopted or foster children? From the acute care for pregnant women? From acute care for children in poverty who have asthma, autism, broken arms, or sprained ligaments?? From the long term care for the elderly who need home health care services and personal care to avoid institutional living?? From the long term care for the indigent mentally ill?? From elderly residents of nursing facilities?? From disabled children who need home health care? Where?

Perhaps cuts aren?t the only option. Must the Nevada government raise the eligibility standards such that only those living at ?25%? of the official federal poverty level can receive assistance?? Here are the 2012 guidelines from the Department of Health and Human Services ?

How much more should a family of four living on $1,920.83 per month? have to pay for basic health care?? How much more should a young man and his pregnant wife living on $1,260.83 per month have to pay for pre-natal care, and expenses associated with the birth of their first child?? For a political party which lauds its ?Pro-Life? stance ? asking low income families to dig deeper to pay for health care to make up for federal and state budget issues (while proposing more tax cuts for the top 1% of American income earners), makes it sound as though the GOP is the Pro-Birth, not Pro-Life party.

How much more should a young family have to pay for health care before the cost of health care begins to impinge on the capacity to put a roof over their heads?

Or their ability to put food on the table?? It?s likely going to cost our young family with two children under the ages of 19 approximately $366.40 to $578.40 per month to keep everyone fed. [USDA] Our hypothetical family might be lucky to have $764.43 per month remaining after housing and food for utilities, clothing, transportation costs (auto payments or bus fare) ? that $764.43 translates to about $25.48 per day to cover ALL the basic family needs listed previously? including Health Care.? But wait, the Romney/Ryan budget cuts nutrition assistance too, drawing fire from the U.S. Conference of Catholic Bishops:

?Cuts to nutrition programs such as the Supplemental Nutrition Assistance Program (SNAP) will hurt hungry children, poor families, vulnerable seniors and workers who cannot find employment. These cuts are unjustified and wrong.? [The Hill]

And what other program do the Republicans fantasize about turning into a Block Grant Program and then cutting?? Housing subsidies. [TO.org]? There was some discussion of the Ryan proposal on this topic at the March 21, 2012 House Budget Committee hearing:

?Rep. David Price (D-NC) asked Donovan what the implication of the Ryan budget cuts would be on HUD programs such as public housing, Choice Neighborhoods, HOME and others.? Donovan responded that, under the proposed Ryan budget, approximately one million households could lose their housing.? Of the one million households at risk under the Ryan budget, Donovan estimated that 585 thousand would come from the Housing Choice Voucher Program, 425 thousand from the Project-Based Voucher Program, and 110-180 thousand from homeless assistance programs.? He also mentioned that an estimated 17 thousand jobs would be lost from CDBG, and cuts to the HOME program would mean tens of thousands of new affordable housing units would not be built.?? [CLPHA] (emphasis added)

So, no help for financially fragile families for health care, or housing, or food ? or anything, but tax payers in the top 1% of all our income brackets will get more, yet more generous, tax breaks.? Little wonder the Bishops were annoyed.? Less wonder Sister Simone Campbell from Nuns on the Bus received a standing ovation at the Democratic National Convention.

A person doesn?t have to be Roman Catholic to find the Republican proposals supported by Governor Romney and created by Representative Ryan astonishing in their parsimony and appalling in their avarice.

Perhaps one has to be incited by the fact that a family in Las Vegas might have an air-conditioner, or a DVD player, or a functional motor vehicle ? ?Look,? cry the miserly, ?They have nice stuff, and they got it by doing nothing.? Not. So. Fast.?? As of 2010 not that many Nevadans were receiving public? assistance. [Census] In fact, about 3% of Nevadans were receiving public assistance. [Census pdf]

Thus much for the Miserly Myth that ?They?re all sitting around collecting welfare, and learning to be dependent on Guv?mint.?? Perhaps we should add the usual follow up, ?and they?re doing it on my hard earned tax dollars.?? The latter portion is correct, we do pay taxes which support assistance programs for fragile families.? However, the Grinches among us appear to believe they are the only ones chipping in.

S?cuse me Mr. Grinch, but I really don?t mind paying a fractional portion of my income to insure NO child goes to bed hungry, NO elderly person with dementia is left alone, NO foster child is left with an untreated case of pneumonia, NO pregnant woman is without pre-natal care, NO family is homeless, NO mentally ill person is abandoned, NO disabled child is without care.

This is what Democrats mean when we say, ?Just Say No.?

Biden to make Obama's case to working class

CHARLOTTE, N.C. (AP) ? It's time for Joe Biden to show why President Barack Obama is keeping him as his running mate.

Biden, the sometimes off-script vice president, is set to address the thousands of delegates here ? and millions more watching at home ? during his appearance Thursday evening. Advisers say Biden will tell what he saw from his front-row seat as Obama made some of his hardest decisions. And he'll make the case that Republican rival Mitt Romney isn't suited to make the tough calls.

His target audience will be the white, working-class voters who will be seeing a lot more of the vice president in the coming weeks.

"That's his base," said Ted Kaufman, a longtime Biden confidant who took his seat in the Senate when Biden was elected vice president in 2008. "He's letting people know he understands their problems."

Look for Biden to use words such as "conviction," ''character" and "values" in a speech honed for middle-class voters, his advisers said. He also plans to talk about the decisions that have defined Obama's first term in office, such as sending Navy SEALs into Pakistan for the fatal raid on al-Qaida leader Osama bin Laden and helping bail out Detroit's automakers.

"Osama bin Laden is dead and General Motors is alive," Biden says regularly in his campaign appearances.

Biden also plans to talk about the respect he has developed for Obama during the past 3? years, particularly the president's hands-on approach to foreign policy. The two sometimes have disagreed, but that has only increased Biden's standing with Obama, who appreciates discussion over dictating decisions. On days they are both on White House grounds, they spend some four hours together in meetings; Biden often is the last person Obama consults on major decisions.

"He plans to speak about the president in a way that only he can," said a person close to the vice president. The person requested anonymity because the individual was not authorized to discuss preparations ahead of the speech.

Biden also has been something of a headache for Obama. On the day Obama signed the Democrats' health care overhaul into law, Biden stole headlines by using an expletive in range of a live microphone. He forced Obama's hand on gay rights during an interview that sped up the president's endorsement of gay marriage. And more recently, to an African-American audience in Virginia, he said of Republicans, "They're going to put y'all back in chains."

Republicans have worked to cast Biden as a gaffe-prone figure who has hung around the political scene long past his time. They have tried to paint the 69-year-old as a political liability.

The criticism has stuck. When the Pew Research Center/Washington Post poll asked voters for their one-word impression of Biden, more people use negative than positive words to describe him. Many of the terms disparage Biden's competence and performance, with "idiot," ''incompetent" and "clown" among the terms used most frequently.

Polling suggests Biden fares about as well as Obama among white, working-class voters ? which isn't saying he has a particularly broad appeal. Romney has the upper hand among those voters.

Yet Biden has a knack for connecting with blue-collar workers that Obama simply does not. He can deliver scathing criticism through clenched grins in a way that Obama cannot. He can promote Obama's accomplishments that would sound like bragging if the president talked in the same way.

Plus, he has demonstrated a certain glee in eviscerating his rivals' proposals.

"There is nothing gutsy about giving another trillion dollars in tax cuts to millionaires. There is nothing bold about turning Medicare into a voucher system," Biden says in his typical speech.

Born in Scranton, Pa., and raised as a member of the working class, Biden speaks with credibility to voters' frustrations with Washington, despite having first won election to the Senate in 1972. He can move an audience with stories about seeing his father forced to move to Delaware to find work or coping with the death of his first wife and daughter in a car accident.

Biden's speech was slated for 9:35 p.m. in Eastern time zones Thursday, before most television networks were scheduled to broadcast live coverage and before Obama speaks. Biden advisers note that the last running mates to tag-team speeches on the same night were Bill Clinton and Al Gore in 1992. They say the decision to put Obama and Biden together in prime time underscores the partnership they have developed.

It's that package deal that Obama's strategists hope voters will buy.
